Aas Patrick indicates, the Ball and spring that hold the lever and "dog clutch" in gear may be rusty of weak. That allows the lever to drop with the weight of the rod. Ifyou can feel a good detent in the on position with it not running, the problem might be in the dog clutch inside. Worn teeth from raking it into gear, or wear from thousands of hours of operation, can damage the teeth to the point that they jump out. My test is to put a string or cord on the loop of the rod and hold on to it while using the PTO. If the string is forcefully pulled down, it is probably the teeth. Either way it is necessary to pull it out to repair due to the enclosed nature of the assembly. JimN
