Metering valve sticking. Yours is probably still the old one that was black. If you take it out you will see one side is nice and bright that's the worn side. The replacement valve is chrome and the only way to fix it is to replace the valve. What is happening is when the throttle is closed fast the govenor linkage goes to shut-off and if the valve sticks it won't come back to the idle position and the engine dies. The check ball keeps fuel from draining from thew tank when the line is takien off and helps keep some case pressure in the injection pump.The fuel return by-pass was used the keep from returing to so much fuel back to the tank
