Start with the out-put lever on the bottom of the steering sector to see if its tight on the shaft. mite have to take the steering sector apart and there could be loose key on the shaft or top bearing is shot. I have rebuilt several with new bushing,seals and bearing in the top of the sector. If the steering shaft with the steering wheel moves back and forth that bearing on the end is shot. You can remove the whole shaft by taking off the big nut on the end of the sector. It will screw out the end and you can check that bearing.
