Play with the adjusting rods first.
there are two round, splined, metal/fiber disks on each side. Clean all the dust,rust and grease off of everything. It was interesting,not difficult, but they don't work a whole lot better with new disks. they are strictly mechanical brakes (great for parking brakes) and also the steel disks that the pads rub against are worn down and are mirror smooth. If there was some way to rough them up a little? parts from CIH dealer. just do the bad side.
