After cleaning the top of the cap, make sure the vent hole(s) is/are open. Diesels seem to be more likely to get plugged up than gasoline models. The fuel does not evaporate as fast so there is more chance for dust to stick to it. You might try squirting some carb or brake cleaner in the vent holes to see if that will open it up.
There should be no reason for any pressure to build up in the tank other than normal expansion of the fuel and air in the tank as it warms up from engine heat. Either you have an extremely well sealed cap or you are getting air drawn into the fuel system and being returned to the tank. To check it I would release the pressure in the tank after it had time to get to maximum temperature and then continue to use the tractor. If you then have pressure rather than a slight vacuum you are getting air drawn in somewhere. It is quite posible to have a leak in the fuel system where air is drawn in but no fuel actually leaks out. This is more likely to happen when the fuel filters start to get restricted.
