OK, Thanks. That makes sense now. I had replaced the top seal in the hand pump under the steering wheel and had removed the dash panel to remove the hand pump. When I put it back together, there was a thick round rubber disk (like gasket material) that went under the throttle control. Since I wasn't sure if the seal would fix the leak and since I wasn't sure where to align the throttle handle on the shaft, I just stuck it on and only tightened the nut a little since I thought I might have to pull it off again. It took a little heat to come off the first time.
On another note, the parts guy had me remove the steering hand pump to order the right parts. After I got the parts, I found out the top seal could be replaced by only removing the steering wheel and leaving the pump unit installed. Live & learn I guess.
