In my mind a license was obtained by proving that you are capable of meeting the criteria needed to have that license. Hunting for example, in WI you must have passed a hunter safety education course thus resulting in people running around with guns that have an idea of how to keep one from accidents. I think liscenses require responsibility which is something that taught. Common sense on the other hand does not come very easy to some folks.
