Marin county CA has a license law that requires those intending to get a dog to have a course in training, that takes several hours and has teeth in the granting of the license. Though we often think of common sense, the fact is that there is a significant number of individuals (and families) that have nothing but TV morality. Common sense is becoming very uncommon. The Marin Co law lowers the number of stray dogs dramatically, and reduces dog ownership to those who (to some degree) care to own one. I agree with your sentement, but live in town whith radically inept owners of both Feline and Canine animals that they treat very poorly. Dogs work for humans in many ways. And most want to do so. They love good training but get pinned and ignored 90% of the time. It makes me cry inside. JimN
