On my 404 I had drained the whole system to rplace a outer wheel bearing. Upon putting it back together and refilling the system the hydrolics would not work either. I had to run it around the yard for about a half hour, before they started to work again. It just takes a while for it to purge all of the air out. What a work out with no power steering.
