If it moves at all, it can be pretty simply doctored up by using penetrating lube on it (auto trans fluid is good) then working it in out 1/8" and around and around till it gets loose. Flush the casting and rod with lube till the dripping comes clean on the other side, leaving rust in the casting will wear it out radically. If it is stuck, I would put the crank on the snout with a 75# weight on the handle pulling down. Then I would heat the shaft where it enters the bolster (not red hot, but dang hot, then let it cool) do this for three or four times, then let it cool till cold. Tapping on the end and continuing to pull, is about the only way. JimN
