The cam grind (lift, duration, overlap,and open close rates, will not affect governor settings. carb adjustment, and governor components are responsible for idle speed (carb) and max speed (governor). The shaving of a head can be taken to maybe .100", but measurements need to be taken to assure it was not milled earlier. The "discovery" of the water jacket, by milling into it, or making components very thin is at ones own risk. If money is no issue, all is possible. Piston dome clearance to both the head, and valves begins to be an issue when reducing the compression space in the search for power. The archives have many posts on checking clearances between piston crowns and head components. Good luck, JimN
