I haven't been inside a Cub tranny, but from the drawings, etc., the only reason I can see for having to split it would be if you had to lift the spline shaft out to make any repairs. Your PTO shaft rides in a bushing at the back of the spline shaft, and so should slide out the rear with the PTO and wouldn't require lifting the spline shaft at least for a look-see. It appears from the drawings that the shifter for the PTO hooks up behind the wall in the case, so I'm not sure whether you would be able to see it by lifting the transmission shifter and cover.
