An IH No.16 plow could have GP bottoms, Plow Chief bottoms or Super Chief bottoms. The frogs for each will all bolt up to the No.16 plow beam, however each frog is different when it comes to matching up moldboards, shins, landsides and share-points. The No.16 was built in the late 50s a time when IH were changing from GP bottoms used since the 1930s. Plow Chief which had a very short lifespan in the late 50s and Super Chief around since late 50s even into the CaseIH days, they may still use them. There will be a good supply of Super Chief wear parts at CaseIH. The after market is producing GP wear parts. The last word I have is Plow Chief wear parts are no longer available. This is quite understandable as Plow Chief bottoms were only manufactured 5-8 years, thus there are not a lot of Plow Chief bottoms out there, and there shouldn't be, they were an awfully poor plow bottom. Points wouldn't stay tight, you almost had to carry a spare in the tool box.
If I were you and if the 16 has Plow Chief bottoms, I'd go shopping for a set of Super Chief bottoms, even if you have to buy another plow. There are yards scrapping big plows, and you may be able to trade bottoms.
