Those are power slip rims. They allow you to adjust tire spacing without moving the hub on the axle.
Basically you loosen the lugs on one side and the pair of locks on one of the steel bars on the rim, apply brake to the opposite tire, put it in 1st or reverse (depends on if you want to go in or out) let out clutch and it'll move the tire in or out on the rim. Tighten everything back up and repeat for other side.
All I know is that they are friggin heavy.... even if the tires aren't loaded...
