12.4 inches is the width of the cross section at the widest point of the tire. It is the same tire as the old designation of 11, which is the tread width. So, a 12.4-38 tire for your H has an 11 inch tread width and a 12.4 inch cross section. The designation for the front tires did not change. 5.50 is the width of the tire. But, I am not positive whether that is tread width or cross section, pretty sure it is cross section.
