Hi Webb, The PTO lever activates a spool valve in the MCV valve. There is an adjustment for the PTO control lever and the actuator for this spool valve. Refer to CIH 674 parts page 10-18 items 23-27,40,35 and 38. Once on my brother's 454 (same rear end) after the PTO had not been used all winter it would not engage. My brother asked the local IH Mechanic and he said spray your favorite penetrating oil around the rubber boot on top of the MCV valve and work the PTO control lever forwards and backwards. Fixed the problem. Next would be to do the pressure check at MCV valve. Hydraulic oil is forced thru the lower PTO shaft to feed the PTO clutch. Possible clogged shaft or leaking seal on the shaft.
Hope the problem is just the sticking spool valve.
