Ditto to what "old" said below: start with the carb. If that doesn't do it, on to the governor. But most of the time--(I said "most," not "all") this will go away with a properly adjusted carb -- OR -- by rebuilding the carb. My experience has been that the Farmalls are much less prone to have governor issues than other, "different colored" brands. Not trying to start a color war here: just relating my experiences. I have Farmalls and the "other color." Have had to reuild the governors on all three of my "other colors" and never on any of my Farmalls. Just my experience and $.02.
