Tom: Should be bleeders on each fuel filter. Once you get both full it should be just a matter of loosening couple of injector lines at the injectors and start cranking. They will usually fire up and as they do retighten the injector lines.
Bear in mind also 282 diesels can be cranky. That being the case, find a tow vehicle that will pull 560 in 4th turning the engine at 1200 to 1500 rpm, still with couple injectors open. If it doesn't start in 1/4 mile, must be something more serious wrong.
