The cast date of what, exactly? There are many cast parts on that tractor, any of which could have been replaced with parts from another tractor. Get an "average" for the casting dates. If a bunch of them are "E" and this is the only "F" the tractor was probably built in the year E.
1955, they started over with "A" so 56=B, 57=C, 58=D, 59=E, and 60=F. That part was cast in 1960, and with the February date, and assuming that all the cast parts have F date codes, it's very likely that the tractor is a 1960. But, not 100% guaranteed. It could be a 1961 built from parts that got lost in the supply chain.
