Check the wheel bearings while you are at it; when they are lubed, tighten the adjusting nut while turning the wheel, loosen and retighten until just barely tight and back off the nut 1 flat so there is a slight amount of free play when grasping the tire at the top & bottom while trying to shake it in and out. Put a new cotter key in backing off the adjustment just enough to insert.
