Common problem on tractors. You need to block the pedal down for a few days. If that works your home free if not start it up in gear and take it for a drive. Hold the pedal down till it pops free. Be sure your in a nice open area when you do that because you will not be able to stop unless you turn off the engine. You can also pull the start off and spray brake cleaner into the clutch, have the pedal blocked down when you do that and turn the engine over a little at a time to get to the whole cluthc area
