To clean the throttle shaft in the carb it is necessary to take the carb off (a partial diagnosis and fix can be made by opening the two attaching screws that hold the governor tube to the top of the carb and looking inside.) Inside you will find three metal tabs that interlock (moving the throttle). With your finger, try moving them a little and see if they are sticking. Pull the throttle open at the lever up by the steering wheel, and see if they now are in a different position (have someone move it while you watch). if stickie, using carb cleaner in that opening might help one half of the issue (the other end of the shaft is on the other side of the carb, and cannot be reached W/O taking the carb off. If it still binds, there may be issues in the tube, the right angle connection to the left, or the governor itself. Do not modify things with bigger springs or tapping with intent to bend!!!
