If you realy want the tractor what its worth shouldn't matter as much as what you are comfortable paying. Argument I would use to owner is the condition of the parts can't be made in the non running condition. If all parts you list happened to be in good condition he could very well sell for $1500 plus. If you have to pay retail though you may as well inspect parts after there removed or get a garentee they are good. Though in the end he could probably put the parts on flea bay in unknown condition and with some buyers get $1000 to $1500 out of them.
