It may only need valves and guides. You can do a compression test and determine if it need rings also. Do a compression test, then do it again with a couple of shots of motor oil in each cylinder and see if the oil seals the rings. If it does, you need rings too.
Rings are really cheap and if the cylinders look good there is no reason to change the sleeves, just remove the ridge and put new rings in. You'll get many hours of satisfactory service out of it for 20% of the money. Your cousin was just preparing you for the worst. You can rent a sleeve puller.
If it were me, I'd put in 20w50 oil and hotter plugs and enjoy it for a few more years.
