New one on me. BUT--engine vacuum is used on all our cars to give power-assist to the brakes. Here's a guess: A wagon or trailer had some sort of brake operated by vacuum. Hoses went from this valve to the wagon/trailer. Is there any sign of some sort of nipple coming out of the intake manifold? One of the nipples on the valve must have been connected to a vacuum source. VERY INTERESTING. Let us know what you find.
