This is the return chamber for dual fuel tractors, the straight gasoline tractors did not have them. The problem with the dual fuel tractors was that both the gasoline and the kerosene went through the fuel pump and only some of it went to the carburettor. The remainder went back to the fule line from the tanks to the pump. In the straight gasoline tractors there was a small T fitting just in front of the tank with an upstand just inside the tank to give about a half inch head on the line to the carburettor. In the duel fuel tractors the pump excess cannot go back to the tank as it would lead to fuel mixing. The W-12 etc and the later F-14 tractors fixed this by mounting the gasoline starting tank in the hood supplying fuel by gravity and the pump only dealt with the one fuel, kerosene or distallate and the problem of mixing was no longer there and so the little header tank disappeared.
