They will sometimes get stuck after sitting for a while. Unless you know the engine is bad, or just want to overhaul it, try pulling the spark plugs and squirting a lot of automatic transmission fluid in each cylinder. Then put it in 4th gear and rock it gently (using the back tires) every day for a month, or until it frees. If it does not free up in a reasonable amount of time (to you) then tear it down. But, you may find that it frees up in a week and starts and runs good.
