The problem occurs at temperatures near the freezing point. Ice on the outside does not cause any problems. Ice buildup on the inside is what causes the engine to stumble as it blocks the proper air/fuel flow. The problem occurs because the venturi creates a drop in air pressure in the carb throat. This drop in pressure creates a refrigeration effect cooling the air enough for ice to form. The problem is worst when the tractor is used under light loads. If the problem is bad enough it can cause the throttle to freeze open allowing the engine to over speed when the load is decreased.
The factory solution to the problem is to have two small holes in the bottom front corners of the exhaust manifold to blow some exhaust down in front of the carb. The air front the radiator fan then blows this hot exhaust past the outside of the carb. If you will look closely at the the manifold I sure you will find these holes are plugged. Cleaning them out almost always cures the icing problems.
