like georgeky said check the front rims, be sure they are centered. run one of the front tires up on a couple 2x6's so the other is off the ground, spin the wheel and look for out of round, it may just need to be centered better. while its up there check to see if the rim has any side to side wobble, could be the rim is bent. check the mounting holes in the hub to see if they are wallered out to. if so you may need to either put bushings in the holes, or redrill for the next larger bolt. (ace hardware usually has a good selection of various bushings) true value too. check both front wheels.
