Don - Presuming float assembly is not all bent up, use a pair of needlenose pliers or vice grips to hold the float arms close to the pivot. Then carefully bend both arms the same amount and just a little. Test and repeat as necessary.
Note: My preference is to have the float level a bit too LOW than too high. This lessens the chance of the carb leaking gas when shut down. It also reduces the risk of flooding when operating the tractor at extreme angles.
(A float setting a bit low affects mixture only slightly - it can easily be compensated for by using the mixture adjustment screws.)
