If the fuel comes out of the carb after a bit of cranking, but does not continue to drip with the fuel valve on the tank open, The issue may be one of three items. 1} the timing is not right (plug wires on the wrong distributor terminals. (180 out) 2) intake manifold /carb air leak allowing massive air to get in ahead of the carb. 3) no vacuum pulling fuel into the cylinders.
TO fix #1 Be sure both valves are closed and it is on the timing mark, before setting the plug wire location.
To fix #2 Spray some propane from an unlit torch at all the surfaces of the manifold/carb head at manifold area while cranking to see if it takes off.
To fix #3 put your hand over the intake as El Toro indicates to see if there is a vacuum. Also pulls in fuel. If none, there may be a valve timing issue, or stuck valves. JimN
