The making of the tool is really the only good answer. The puck should be bore size then step to bore size plus .090" Then a 3/4" hole for ready rod in the middle. On the top, a bridge made from 2X4" rectangular tubing and blocking or a pipe bigger than the sleeve flange to pull up against provides the pull. use heavy class nuts on the ready rod.
Some use a welder to make four passes up the walls of the sleeve from bottom to top these shrink the sleeve when cool, allowing easy removal. Protecting the journals is important, and not welding too deep causing bore dammage to the casting is also important. I would make (or have made) the puller. JimN
