ours has an IH carb on it, and it was one of the last ones built. we're original owners. only problems have been dirt in various places and the solenoid, about every 2-5 years ;). and the manifold heater spring was wired since the anchor pin rusted away. maybe the carb on yours is off a much smaller displacement engine since the number doesn't match in the parts book. the jet would be too small, causing the need for choke. are you needing to choke no matter what or only at idle? the idle is completely adjustable, and neeeds to be set right for it to run below full throttle.
you should be able to get the right jet by ordering the one for your tractor, since the carb body is about the same between that design. otherwise if it's a cluster, just get a new carb that is designed for the engine. anything with a warranty is better than completely wrong stuff you have now. if you want to tinker a little more, find out what size the jet needs to be and drill it out.
