The big belt also runs on a split sheave on the water pump. It should have a square head lock screw on the front half, which is adjustable. It may not have been adjusted recently so you may have to loosen things up with penetrant.
There are square lugs on the front half to aid in adjusting with a punch however it is cast iron so don't overdo it. A brass punch will help you to not hit it too hard.
You may not need to adjust it if you still have the adjustable sheave on the generator.
Neither belt has to be tight, just tight enough to spin the appropriate parts. Overtightening will wear out the bearings quicker.
