When it is that cold, I always grab the throttle rod and move it back & forth to free it up before starting . I don't know why but they seem to freeze up and stick.To start when cold, I leave the switch off and close the choke tight. then turn it over two compressions, maybe three if real cold(below-20). Then open the choke about 1/4 to 1/3 , put the shitch on and hit the starter. It should fire right up and stay running. Then slowly adjust the choke to smooth it out.
