Robert, according to I&T Shop Service Manual. 1)Remove pressure line going to PTO clutch at tee and connect pressure gauge. 2)With warm hydraulic oil and PTO engaged, run tractor at 2200 RPM and check for pressure of 220 psi. If pressure is low remove the plug on top of MCV valve to the right of the PTO spool valve and add shims till pressure is minimum 220 psi. 3)Reconnect pressure line and remove cap from tee and connect pressure gauge. Run tractor at 2200 RPM with PTO engaged and if sealing rings and PTO clutch are good, pressure should be 220 to 250 psi.
Since you had one stuck pressure regulator in MCV maybe PTO pressure regulator is stuck as well.
