It is the clearance between the rod and main bearing and the crankshaft without any oil applied when installed and torqued to specifications. Check clearance using a plastic gague between rod bearings, main bearings and crankshaft and torque to spec but to not turn crank while doing this(do one at a time). Remove cap measure clearence, remove squashed plastic gague apply lube and reinstall cap.
To do the camshaft measure the shaft with a outside micrometer and the inside of the bearing with a inside micrometer. The difference between the two is the running clearance.
