I rebuilt a pump a few years ago and was amazed at how hard it was to prime the pump.
I finally removed the plug, spring, and ball for the top check valve and started the tractor and ran it at slow idle while dibbling fluid into the pump through the valve plug hole. When it started pumping the fluid back out I stopped it and reassembled.
