There has to be a hot wire feeding voltage to your switch. Some of these tractors have battery voltage fed from the starter solenoid to the ignition switch. Most cars and trucks are set up that way too. Most of the solenoids have 2 small terminals. One terminal is marked with an S for the starter. It only has voltage when you are cranking the engine. The other small terminal will have voltage all the time so it can supply voltage to your ignition if its a gas engine, to your lights when you need them and to the starter when you want to crank the engine. I would examine those wires closely for any signs of being hot. Hal PS: Here's a solenoid picture.
