We never used anything but a Farmall H on a New Holland blower. It worked just fine with a 50 foot silo. We then upgraded to a New Holland whirl-a-feed blower and the H could run it easily. For years it would also fill one of the silos with Haylage and it did that too, just had to go a little slower with it.
Although, I am not sure what a 23 blower is. So, what I said may not apply to you. I would really need more information about the blower.
