You say you have gas coming out of the carb at the bottom.. Usually when my M does that, the float is not closing all the way.. I have had to re adjust the choke and even do a slight modification to it to get it to work right..
If the float isn't closing properly, then it may be flooding.
All you need for the tractor to start, is compression in the engine, gas,and spark.. Of course they have to be a certain amount of each..
If it started and run for a minute, was it putting out black smoke from the exaust?
