In 48 when I ran into the first C, I tried to start it, and it did that (flooded and dripped gas, and a old mechanic said " no choke and pull the throttle down and then start" it did. Now at that time you would open the choke and hold the throttle open to start flooded cars. I was never able to explain to myself why it worked one way on a tractor an the other on a car. you have other things to check by other posts, never assume that your carb (needle and seat) leaking, it can be caused by piece in there that you may never find. but you just have to check again to get that thing to hold.
