Is your thermostat installed with the right side up? What is the temp difference between the top and bottom tanks when it is hot? 12 to 14 degrees is about what you should see. More, flow is too slow thru the core. Less, air flow is not enough.
Take the thermostat out and see if it still overheats.
What is the actual temprature? If you fill the radiator full, it will push some coolant out due to expansion as the coolant heats up. Depending on the tractor, the coolant should be 2 inches or so below the bottom of the filler neck.
