I really think you're gonna put a lot into a tractor that is not gonna be a very good tiller tractor. I would look for an older Kubota, MF, JD or similar tractor from the seventies or eighties, a hydrostatic trans would be good. An independant pto is almost necessary. There was an aftermarket low gear availible, but they are rare. You can get some tiller models that are offset to one side so wheel spread would no matter so much. But I would not try to use a tiller on an M, just too many problems to deal with.
