With IH there always seems to be a exception, gray area or question mark on some things. On M tractors the suffix codes didn't start being used until serial # 18159. According to some sources a few gasoline were sold before then. Also IH tested a gasoline M at Newbraska in 1939, but it may not have been a regular production tractor. If your tractor is later than the above serial # the engine should have a X1 after its serial # also. Sometimes the stampings are a little slopy there.
