Over torquing is not a good idea. The head gasket should seal (I use copper coat spray on head gaskets). If the cylinder sleeves are not seated into the block all the way due to either the rim being too tall, or some residual crud under them, they will stick up high enough to cause leakage around the outside all should be even with the block deck, or no more than .002" taller). If the leakage is just a weep, and the standing size of the sleeves was checked, I would use a can of stopleak in it and give it a whirl. The only thing lost is the time it takes to realize it would not seal up, and the cost of the product. Fuel supply might cause the running issue, see if duel will run out of the carb drain in a healthy streem. If not that is why it won't run. JimN
