It sounds like the gasket you have has been in stock for a long time. Those large paper gaskets dry out over time and shrink. I have just sprayed water on them and let them set for a day or so to get the moisture back into them. Then they will grow to the correct size. I have always had these gaskets fit if this procedure is followed. In fact, I have a PTO gasket for my 350 that I need to wet before installing as it has shrunk. I just recently bought the transmission cover gasket for my 350 and it was on a plastic wrapped cardboard sheet. It fit perfectly. Roger
