i have been removing sleeves for some 15, 20 years best tool i have found is a 1and 1/4 inch solid bar about 20 24 inches long have it wraped with duck tape so it dont scar the crank. if it a in fram job lay under tractor couple good hits and they pop right out if it out the tractor engine sitting on it end same thing i can knot out a set sleeves this way before you can get the first one out using a puller. if it an in fram and you do the first one watch out for a shot water in the face. i know lot say wrong way did a 414 ih and a 466jd this weak. my sleeve remover fits all sized engines.
