This isn't a pedal tractor. It's 1/8 scale, about twice as big as typical tractor toys, but still way smaller than a pedal tractor.

You can get parts for the 1/16 stuff, but I doubt anyone carries parts for the 1/8. It's not that popular of a scale because they're so big and heavy, not to mention expensive (avg $150 each).

First thing I'd do is write a nice letter to Scale Models. Say that you got the tractor as a gift, how much you love it, and explain the problem with the wheel. They may just send you the part free and clear.

If that doesn't work there are plenty of adhesives out there that'll glue the tire back on. What you use will depend on how much of a gap there is. Use GOOP if you have a wide gap. Cyanacrylate from a hobby shop (kind of like super glue, but better) will work in a smaller gap in medium thickness, or if the gap is tight, use thin cyanoacrylate. Just watch the fumes on all three of these.
