To answer your question, yes, but at the same time, if its that weak, it proabably isnt going to run at all. Take off the magnet, try to stick it to the frame rail. Does it hold, if so its fine. I suppose the coil could be the culprit, but again, if its that it most likely wont run at all, or skip. It does sound to me like there is a problem in the governor, or possibly, the advance on the mag, but mine does just fine no matter where its set, but does sound like the engine is laboring more when the advance is in the retarded position ,but will pull it self fine.
